The UK has a time-based charge in place for the use of the United Kingdom road network by heavy goods vehicles of 12 tonnes gross vehicle weight and over. The HGV Road User Levy (RUL) fulfils a commitment from Government to charge foreign registered HGVs which did not otherwise pay for the use of the UK general road network.
Logistics UK's stance:
Logistics UK policy supports the principle of the charge if the overall level of taxes and charges on UK hauliers is not increased significantly.
The Levy is currently under review by Government. Logistics UK believes the scheme needs to be kept as simple as possible in order to minimise administrative costs on operators. The key role of levelling the playing field with foreign operators must not be lost sight of.
Between the Levy, fuel duty, VED and road tolls, HGVs currently pay enough tax and charges to cover over 90% of the UK’s entire road maintenance budget.
