Changes to DVSA’s Categorisation of vehicle defects guidance
The Driver and Vehicle Standards Agency (DVSA) published a revised edition of its Categorisation of vehicle defects guidance recently (20 April 2022), which will come into effect next week (1 May 2022).
The biggest change to the guidance, which outlines how vehicle defects found during roadside inspections or vehicle tests are categorised and what action will be taken, is the removal of the load security matrix which has now been judged to have outlived its usefulness.
When it comes to securing a load, DVSA has urged its examiners to draw a clear distinction between ‘best practice’ and its enforcement policy. Therefore if an examiner encounters a vehicle where the load is clearly secure, but not in line with the best practice guidance, then a prohibition for an insecure load should not be issued.
James Firth, Head of Road Freight Regulatory Policy, Logistics UK, said: “While we always recommend that our members follow best practice when it comes to load security, we welcome DVSA’s clarification of the difference between best practice and loads that require enforcement action. We have been working with DVSA to update its Load Security Best Practice, and understand that the revised edition will be issued very shortly.”
