From CHIEF to CDS: Members briefed on changes to customs handling systemsÂ
HMRC is closing its customs handling system CHIEF for import declarations on 30 September 2022, and for export declarations on 31 March 2023, and replacing it with a new Customs Declaration Service (CDS) as the UK’s single system for declaring goods.
To help members to make the transition, and ensure the continued smooth movement of goods across the UK’s border, Logistics UK held a free member webinar this week, which was attended by more than 20 members.
The CHIEF system has been in use by HMRC for almost 30 years, during which time technology has advanced significantly. The plans to retire CHIEF have been underway since 2015, when a new project was announced to identify its replacement (before the EU referendum took place) and a system provider selected the following year.
“The CHIEF system has served UK exporters and importers well,” says Kate Jennings, Policy Director at Logistics UK, “but technology has moved on, as have trading arrangements between the UK and EU. With declarations at the UK’s borders set to increase in volume as a result of the Brexit agreement, it is vitally important that friction is kept to a minimum when moving goods across borders. We have worked closely with HMRC to ensure that the new system is scalable and flexible enough to cope with an increased volume of declarations which members are now required to make.
“HMRC has assured us that CDS will provide a more secure and stable platform for users, as well as having capacity and capability to grow in line with the UK’s future trade plans. We will continue to report back on members’ experiences with the system to HMRC and would appreciate any feedback – good or bad – on using CDS in the coming months.”
