Out and About & In the Mix


A snapshot of where the Logistics UK policy team have been and who they've seen in the past week.

- Deputy Director Public Affairs Ben Garratt attended a parliamentary roundtable on how to get more traction for low carbon fuels and making the case for measuring lifecycle emissions.  

- Senior Policy Advisor Ellis Shelton hosted Rail Council, with a guest speaker from Make UK presenting findings from their recent infrastructure report.  

- Head of Planning and Infrastructure Policy Jonathan Walker briefed the Cabinet Office on our recent Logistics Network report, which they were very receptive to. 

- Head of Skills Policy and Generation Logistics Bethany Windsor met with a number of stakeholders and Welsh members to discuss skills in Wales, and discussed how the apprenticeship levy is one of the biggest barriers.  

- Chris Yarsley, Senior Policy Manager - Road Freight Regulation and Senior Policy Advisor Ellis Shelton attended Rule the Tide event, hosted by the Thames Estuary Growth Board, which looked at moving freight along the Thames.  

- Bethany Windsor, Head of Skills Policy and Generation Logistics chaired a roundtable meeting with Manpower on skills.  

- Policy Manager Josh Fenton attended a Cabinet Office border innovation workshop, as well as the Domestic Advisory Group which mentioned logistics and the Windsor Framework.  

- Policy Manager Josh Fenton attended a Department for Business and Trade services trade negotiation and trade strategy meeting.  

- Deputy Director Policy Michelle Gardner attended the launch of the beginning of the ideas stage for an Integrated National Transport Strategy.  

- Ben Garratt, Deputy Director Public Affairs attended the CBI's Net Zero Working Group meeting, where businesses raised concerns about the carbon border adjustment mechanism.

UK expands Emissions Trading Scheme to maritime sector

The expansion will require vessels operating domestic routes to secure allowances for each tonne of carbon emissions, effectively incorporating environmental costs into maritime fuel pricing. This development comes as part of the UK’s broader strategy to achieve its net zero targets while maintaining economic growth.

The changes, which were first announced in July, would come into effect from 2026.

The initiative also introduces innovative provisions for carbon capture and storage, particularly beneficial for energy-intensive industries. The scheme will recognize non-pipeline transport methods, including shipping, road, and rail, for moving captured carbon to geological storage facilities.

The announcement coincides with the UK Government’s commitment to establish its first carbon capture sites, projected to generate 4,000 jobs and attract £8 billion in private investment across Northern England.

For maritime operators, the scheme includes carefully considered provisions, with specific attention to Scottish island communities and the interaction with regional and international emissions pricing mechanisms.
