Transport Scotland’s National Speed Management Review Consultation could see the speed limit for HGVs on single track roads raised to 50 mph.

Logistics UK’s Senior Policy Manager Alexandra Herdman says that the move, which will bring Scotland into line with England and Wales, will boost efficiency and reduce C02 without compromising road safety.

Herdman explains: “We have been pressing for this consultation since it was first promised in ‘Scotland’s Road Safety Framework to 2030’ published in 2021 and hopefully it will pave the way for Scotland’s HGV operators to have parity with Wales and England.

“Next year will mark ten years since the law change in England and Wales, which raised the speed limit for HGVs on single carriage roads to 50 mph, yet the speed limit in Scotland has remained at 40mph all that time.

“Any changes to the speed limit need to be evidence-based and the evidence from Wales and England is clear: safety has not been compromised by an increased speed limit, HGVs are able to travel for longer periods closer to the optimum speeds for reducing carbon emissions and driver stress and frustration, among HGV drivers and general traffic, has reduced as HGVs can now travel at higher speeds.

“And Scotland’s own experience is that when the speed limits for HGVs on the single carriageway sections of the A9 were increased to 50mph and Average Speed Cameras were installed, there was a ‘step change’ in driver behaviour and a 31% reduction in the number of people being killed and seriously injured.

“This consultation gives us the opportunity to make the case for increasing the speed limit to ensure that the voice of the industry is heard, particularly in relation to the efficiency benefits that an increased speed limit could bring.”

Logistics UK and Traffic Commissioner attend the launch of Euro NCAP

Phil Lloyd (Logistics UK’s Head of Engineering Policy) along with Kevin Rooney (Traffic Commissioner for the West of England) were invited, by John Comer (Volvo Trucks Head of Truck Product Management) to attend the Euro NCAP’s launch of its new Safer Trucks initiative on Wednesday 20 November at MIRA.

Euro NCAP introduced a new Commercial Van Safety Rating in 2020 and is now expanding its scope to heavy trucks to assist in Europe achieving its “Vision Zero” target for road safety.  A high Euro NCAP Star Rating, is achieved through improved drivers direct visibility, and through the fitment of active road safety detection/action functionality – with higher rating where greater levels of viability and safety systems are incorporated in their design.

As part of its mission to achieve Vision Zero (eliminating all traffic fatalities and serious injuries), Euro NCAP has turned its testing and safety performance attention to the HGV vehicle category for the first time.

The organisation has been helping to drive up safety standards by evaluating and rating the active and passive safety performance of passenger cars for close to 30 years, and launched a similar rating scheme for light commercial vehicles in 2020. Because of their size and weight, HGV crashes are the most severe on European roads.  

Although trucks account for less than 3% of the traffic fleet in Europe, they are responsible for 15% of accident fatalities. Furthermore, only 11% of casualties in accidents involving HGVs are truck occupants. The remaining 89% are car and van occupants, as well as vulnerable road users.  

HGVs distribute 95% of the goods consumed across the European continent. It is therefore important that the sector is supported while ensuring trucks are safe and do not continue to pose a disproportionate threat to other road users.  

Logistics UK is supportive of these developments, which will enable operators to have a simple rating to identify the road safety features incorporated in vehicles they intend to purchase and their contribution to the reduction of road traffic fatalities and serious injuries.
