The Operator Compliance Risk Score (OCRS) system was developed in 2005 and introduced in 2006 by the Vehicle and Operator Services Agency (VOSA) as a way of assigning goods and passenger vehicle operators a rating that allows enforcement officers to identify which vehicles are most likely to be non-compliant.
