Review of Traffic Commissioner function


Government launched a review of the Traffic Commissioner function last week (11 August 2021), encouraging business groups like Logistics UK, along with local authorities and passenger groups to have their say.

The eight Traffic Commissioners (TCs) have responsibility in their region for not just the licensing and regulation of those who operate HGVS, but also buses, coaches and the registration of local bus services.

Exploring whether the existing role, delivery model, governance and funding arrangements of the TCs will meet future requirements, the review will also consider current issues, such as the increased workload brought about by the impact of the COVID-19 pandemic.

Elizabeth de Jong, Director of Policy, Logistics UK, said: “Over the course of working with them closely for many years, Logistics UK recognises the vital role the Traffic Commissioners play in upholding high standards in operator licensing and maintaining road safety. Over the last couple of years there have been a number of reviews of aspects of the Traffic Commissioner function within government, and Logistics UK will also be making a full and thorough submission to this review.”

As reported in enews last week, the Traffic Commissioners have published their Annual Report for the year April 2020 to March 2021. The document reports across the period of the height of the pandemic and demonstrates ways in which the operator licensing service had to adapt, but also how the expectations of operators were not lowered during that time.
