CUSTOMS DECLARATION SERVICE CHARGES

Logistics UK has been working closely with members on the implementation of the Customs Declaration Service (CDS), which became compulsory for import declarations in September 2022 and was planned to extend to exports in March 2023. The CDS supports making import and export declarations when moving goods into and out of the UK.

We have worked with members to ensure they had the opportunity to provide feedback to HMRC on the implementation plan and highlight issues or questions they had once the import declaration plan was in place. Members have engaged in various ways, including through the Customs and Trade Council and Shippers’ Council, and an ad hoc meeting in the summer.

Members had expressed concerns about the March 2023 deadline for CDS to be used for exports, which they did not feel gave them sufficient time to prepare for changes. We shared member concerns with HMRC, which has now announced that the deadline is being delayed until November 2023, allowing members more time to focus on preparing for export changes.

Logistics UK continues to engage with members and stakeholders on wider customs and trade topics, such as the Single Trade Window and the Target Operating Model.
