Safe loading security practices: What you need to know and how Logistics UK can help
Logistics UK worked with the Health and Safety Executive (HSE) and Driver and Vehicle Standards Agency (DVSA), along with other industry stakeholders, to review and update the load security code of practice guide; this was published in July 2023.
With load security a key concern for businesses, two of Logistics UK’s experts in this field – Phil Lloyd, Head of Engineering Policy and Rob Saunders, Manager of the Member Advice Centre – have come together to provide an essential update on compliance and an overview on the services Logistics UK provides.
LOAD SECURITY: WHY IS IT IMPORTANT?
Inadequately secured loads pose risks to road users and traffic flow; all involved must secure all loads carried on a vehicle and ensure the load is transported, loaded and unloaded safely.
The Road Traffic Act outlines the responsibilities for load security, extending beyond just drivers to operators and consignors – whether it be a person or company – who share legal obligations.
Recent cases have underscored the gravity of load security, with severe fines imposed on operators and consignors after accidents resulting in injuries or fatalities.
CHANGES TO SAFE LOADING PRACTICES
Ahead of the review into the guidance for safe loading practices, Logistics UK recommended a new approach to enhance load security and reduce the risk of unsecured loads by advocating for a strap over each row of the load, with no gap between each strap exceeding five feet.
In the outcome of the review, Logistics UK was pleased to see a focus on the use of load straps and the calculation methods for determining the number of straps needed.
In comparison to the last update, this guidance is more specific as it refers to individual types of loads such as skips and double deck trailers, detailing what is acceptable in terms of load security on Britain’s roads.
It is important to note that any changes introduced will bring compliance challenges for operators, especially in terms of adopting revised practices in determining the optimal number of straps for various loads.
Phil Lloyd recently summarised the changes and likely compliance challenges for operators in a member briefing webinar. Members can access the webinar link here: www.logistics.org.uk/memberbriefings23
