Policy team wins: February 2021

The latest developments from the Logistics UK policy team

MOT testing restrictions eased

Logistics UK obtained an agreement from the Driver and Vehicle Standards Agency (DVSA) for it to change its position on obtaining test appointments, to allow Authorised Testing Facilities (ATFs) to accept all requests, subject to test availability. This provides members a greater opportunity to get a test when they want it. DVLA had previously permitted tests only for vehicles due to be tested that month.

Night flights and 80/20 rule extended

After Logistics UK has persistently raised these issues with Government agencies and ministers, the Secretary of State has confirmed an extension to the slot 80/20 rule ('use it or lose it') waiver. In a related win, the Government consultation on night flight policy from 2024 has also been extended for three months to enable stakeholders additional time to gather evidence.

DVS grace period granted

Logistics UK helped to secure a 90-day grace period for operators unable to retrofit Direct Vision Standard (DVS) Safe System measures (cameras, sensors, alarms) by the deadline of 1 March 2021, if they can provide evidence they have their vehicles booked in to have the Safe System fitted. This follows member reports of insurmountable delays due to lack of capacity of fitters of Safe System devices.

A1 upgrade to proceed

The NI Infrastructure Minister announced (on 28 January) that the proposed Phase 2 upgrade to the A1, which is the main road linking Belfast and Dublin, will proceed. This follows Logistics UK's response to the Public Inquiry March 2020, in which we supported the plans and gave evidence as to why the upgrade is required.
