Changes to EU Rules of Origin – battery electric vehicles


Logistics UK is pleased that tariffs on battery electric vehicles traded between the UK and EU will be delayed for three years.

It comes after Logistics UK, alongside the UK’s automotive industry, warned that industry is not ready to achieve what would be needed to avoid the 10% tariff, which is to produce vehicles from locally sourced parts – given car batteries are often sourced from beyond Europe. 

Logistics UK called on the government to work with the EU to secure a delay and raised this ask in our Autumn Statement submission.  

We also raised the issue via the UK DAG and UK EU Civil Society Forum to share concerns with a wider audience and gain greater influence.  

The European Commission has confirmed there will be a “one-off extension” of three years to the “rules of origin” tariffs. Logistics UK was keen to delay these tariffs to grant industry more time to strengthen local supply chains. 

However, battery electric vehicle (BEV) truck tractors and their batteries are currently excluded from this delay as adding them would entail changing the original EU-UK Trade and Cooperation Agreement.  

Logistics UK is aware of the issue and continues to call for this to change. Excluding BEV truck tractors and their batteries could have a highly negative effect on the manufacture and sale of zero emission tailpipe HGVs in Europe, and therefore the decarbonisation of HGV operations.
