Policy wins – February 2023

Wins recently achieved by the Logistics UK policy team.

NEW NATIONAL HIGHWAYS PLANNING CIRCULAR RECOGNISES INVESTMENT NEED

Following Logistics UK’s policy ask, the newly revised National Highways circular has increased its focus on freight and logistics and recognises the need for investment in roadside facilities, as well as the UK’s charging infrastructure to support the switch to electric vehicles. The circular is a policy paper which explains how National Highways will engage with the planning system.

Logistics UK pushed for the updates to the circular to help tackle the shortage of lorry parking and driver facilities, alongside other measures such as addressing challenges around the planning system. These asks were included in our policy position paper, which we shared with government, and we provided detailed feedback into the consultation on the draft circular following member engagement.

VIDEO TO SUPPORT PLANNING APPLICATIONS

In other planning news, the government has published a new video to help developers and operators of roadside HGV parking and driver welfare facilities to submit high quality planning applications. This was a result of Logistics UK highlighting the challenge of planning being a barrier to more lorry parking and facilities being developed.

HEAVY VEHICLE TESTING REVIEW (HVTR)

Following Logistics UK's challenge to the Driver Vehicles Standard Agency (DVSA) on the lack of progress and communication over greater benefits from earned recognition for vehicle operators and MOTs, the Department for Transport (DfT) has outlined its plans to publish a Call for Evidence shortly. This issue was raised during Logistics UK’s regular liaison meeting in November 2022.
