Unclaimed test pass

Q. We have received an application from an individual for a driving job with our company. The applicant passed their category C test one month ago. They already hold the C1 entitlement, have a tachograph card and driver CPC. On checking the licence, it says, ‘C unclaimed test pass.’ What does this mean? Can they drive a category C vehicle with this on their record?

A. An ‘unclaimed test pass’ is where the driver has passed in the category the claim is against, but the certificate has not been sent off for this to be added to their licence. This should be done as soon as possible after the test. They can drive on an unclaimed test pass; however, the driver must claim the entitlement within two years. If this does not happen, then the entitlement will be lost, and the driver would have to re-take their theory and practical tests for this entitlement.

 

Mechanics ratio

Q. Is there a recognised ratio of mechanics required relative to the number of O licence vehicles for maintaining a fleet inhouse to satisfy O licence regulations?  Or is it just a case of providing proof that adequate maintenance is being provided?

A. There is no recognised ratio of mechanics required per O licence vehicle, as there are lots of variations to consider such as number of locations, use of external companies, fleet profile, sick/annual leave etc. As you suggest, you need to provide evidence that there is a suitable maintenance procedure in place. If there were issues with failed MOTs, roadworthiness prohibitions, late safety inspections etc.., it may suggest that there are not adequate facilities/staff in place to maintain your vehicles.
