24/12/2024        Phasing out sales of new petrol and diesel cars from 2030 and supporting the ZEV transition           DfT

This consultation seeks views on delivering the commitment to end the sale of new cars powered solely by internal combustion engines by 2030 and supporting the UK’s transition to zero emissions vehicles. The consultation is split into two parts.

06/12/2024 PAC              Progress with the Electric Vehicle Infrastructure Strategy            

"The UK’s domestic transport sector was responsible for almost 30% of greenhouse gas emissions in 2023. To combat this, the government has a manifesto commitment to end the sale of new combustion-only (petrol or diesel) vehicles by 2030. To support this transition, an estimated 300,000 electric vehicle (EV) public charging points will need to be installed in the same time frame.

 

The National Audit Office (NAO) recently launched an investigation into how successful the government has been in identifying and mitigating the challenges likely to impede a successful rollout of charging infrastructure. It will also be examining if the Department for Transport (DfT) is likely to achieve value for money in the rollout.

 

In 2021, the Committee reported on the challenges likely to prevent the government from reaching its target of phasing out the sale of new petrol and diesel cars by 2035. The Committee did not believe that the government had a sufficient strategy to ensure all EV owners would have easy access to charging points, particularly those without access to off-street parking. Following the Committee’s report, the Department for Transport released its UK electric vehicle infrastructure strategy which outlined its strategy to address this issue.

 

Based on the NAO’s work, the Committee will take evidence from senior officials from the Department for Transport, with likely focuses including:

if the Department has a strategy to address the geographical disparities in the availability of EV charging points;

if sufficient funds are available to support local authorities to install public charging stations and;

the accessibility of public charging infrastructure.

Allows the theory and individual practical elements of dangerous goods driver training to be delivered remotely under authorisation 1013.                                                                                                                             

15/12/2024        DVLA Consultation on a proposal to allow bus and lorry drivers with diabetes to use glucose monitoring systems

The law currently restricts bus and lorry (Group 2) drivers to monitor their blood glucose levels via a blood capillary or ‘finger prick’ test for the purpose of driving. This consultation invites your views on the Driver and Vehicle Licensing Agency’s (DVLA) proposal to change the law to allow bus and lorry drivers to use glucose monitoring systems to manage and monitor their diabetes for driving.

To meet international obligations, any HGV installed with an analogue or digital tachograph and used on international transport journeys between the UK and EU must be fitted with a smart tachograph 2 by 31 December 2024.

"Reforms to the Driver Certificate of Professional Competence (CPC) have come into effect today (Tuesday 3 December). Changes include:

•             Introducing a National Driver CPC that will cover driving a lorry, bus or coach in the UK.

•             Allowing training courses to be done in blocks of 3.5 hours, rather than the previous 7 hours, to allow greater flexibility.

•             Decoupling e-learning from trainer led courses."
