Current consultations

Department for Transport – Creating a Road Collision Investigation Branch (RCIB) 

Seeks views on the desirability of establishing an RCIB and how it might operate. An RCIB is suggested to carry out thematic investigations and probe specific incidents of concern to establish the causes of collisions and make independent safety recommendations to help further improve road safety across the country. House of Commons Transport Committee – Road Freight 

The Transport Committee is examining road freight. The Committee's objectives are to explore the immediate and systemic challenges to the effective operation of the road freight supply chain and to assess the effectiveness of the government’s policies to meet them. Released 27/10/2021 – closes 09/11/2021. 

Multi Department – Corporate Re-domiciliation 

This consultation seeks views on the introduction of a UK re-domiciliation regime, which would make it possible for companies to re-domicile and therefore easier to relocate to the UK. Released 27/10/2021 – closes 07/01/2022. 

Maritime and Coastguard Agency – Consultation on safety of electric vehicles on passenger ro-ro ferries 

This consultation seeks the views of industry and stakeholders on proposed guidance for the safety of electric vehicles on passenger ro-ro ferries. Released 25/10/2021 – closes 20/12/2021. 

Transport Scotland – Aviation strategy 

The Scottish Government has opened a consultation seeking views on how to realise its vision for aviation. Released 18/10/2021 – closes 21/01/2022. 

Network Rail – Ely area capacity enhancement  

Following a successful public consultation round in spring 2021 which saw 76% support respectively for the principle of increasing rail capacity through Ely, Network Rail is now inviting the public to comment on the proposals and options under consideration for Ely North junction and level crossings across the wider Ely area. National Highways – A358 Taunton to Southfields 

Proposal to upgrade the A358 to dual carriageway between Southfields Roundabout on the A303 and the M5 at Taunton. The delivery of this scheme is part of a long-term aim to create a high-quality dual carriage way link between London and the South East and the South West.  Released 12/10/2021 – closes 22/11/2021. 

Scottish Government – Scotland’s supply chain 

The Economy and Fair Work Committee is investigating Scotland's supply chain. The Committee is keen to hear from businesses and industry. It would like to understand what changes could protect Scotland's supply chain. It would also like to hear what opportunities may or may not exist to develop a domestic supply chain. Released 12/10/2021 – closes 09/11/2021. 

Department for Digital, Culture, Media and Sport – Data: A New Direction 

A consultation on reforms to create an ambitious, pro-growth and innovation-friendly data protection regime that underpins the trustworthy use of data. Released 09/10/2021 – closes 19/11/2021. 

Office of Rail & Road – PR23 review of Network Rail’s Schedule 4 possessions regime 

Reviewing how Network Rail’s possessions regime may need to change – including in light of industry reform. The ORR is proposing to make only one significant change to Schedule 4 by allowing all train operators to opt out (completely or partially) of Schedule 4. Released 30/09/2021 – closes 13/12/2021. 

House of Lords European Affairs Committee – Trade in Goods 

The House of Lords European Affairs Committee has launched an inquiry into trade in goods between Great Britain (GB) and the EU. The launch of this inquiry follows the decision by the UK government to further delay the introduction of new import controls on goods entering GB from the EU, many of which will now not be introduced until 1 July 2022. The inquiry will also examine the overall impact to date of Brexit and the Trade and Co-operation Agreement (TCA) on GB-EU trade in goods in both directions, in the UK’s first year outside the Single Market and Customs Union.

Department for Transport – Future of transport regulatory review: zero emission vehicles 

The Office of Zero Emission Vehicles (OZEV) is seeking views on new primary legislation that would give the government powers to introduce requirements in four areas. A statutory obligation to plan for and provide charging infrastructure, requirements to install charge points in non-residential car parks, new powers to support the delivery of the Rapid Charging Fund and requirements to improve the experience for electric vehicle consumers. DfT & DVSA – Temporary extension to road haulage cabotage 

Proposed implementing a temporary legislative extension of road haulage cabotage to alleviate pressures with the supply chain due to lorry driver shortages. Released 14/10/2021 – closed 21/10/2021. 

Public Accounts Committee – Achieving Net Zero: Follow up 

In March 2021 the Committee warned that Government had “no plan” for achieving net zero, almost two years after setting target in law. With the major international COP 26 climate conference hosted by the UK fast approaching, PAC was looking for evidence before questioning senior officials at BEIS and HM Treasury on how the UK is now going to map out and lead the way on the path to net zero by 2050. Released March 2021 – closed 21/10/2021. 

Department of Infrastructure (NI) – Biennial MOT Testing 

This Call for Evidence represented initial evidence gathering exercise by the Department for Infrastructure that sought views on the option to introduce biennial testing (every two years) for private cars, light goods vehicles under 3,500kg and motorcycles. Released 25/08/2021 – closed 19/10/2021.  

Environment, Food and Rural Affairs Committee – Labour shortages in the food and farming sector 

This inquiry explored what is causing labour shortages, (includes HGV shortage), and the impact on the food and farming sector both now and in the future. It asked what other factors are affecting the food supply chain. This is likely to focus on the new post-Brexit trading relationship with the EU, including the latest impact of additional red tape and checks at the border since 1 January 2021 on businesses exporting food (and other “Sanitary and Phytosanitary”, or SPS, goods) to the EU. The inquiry also considered the government’s latest delay to introducing border controls and checks for SPS imports from the EU, including the effect on the competitiveness of British businesses. Ministry of Housing, Communities & Local Government – Creating a vision for the Oxford-Cambridge Arc  

The consultation document, ‘Creating a Vision for the Oxford-Cambridge Arc’, set out the government’s first public consultation on the Oxford-Cambridge Arc Spatial Framework. They were seeking views to help create a vision for the Oxford-Cambridge Arc Spatial Framework, and in doing so guide the future growth of the area to 2050. Released 20/07/2021 – closed 12/10/2021. 

BEIS – Role of vehicle-to-X energy technologies in a net zero energy system: call for evidence 

Views were invited on the role of V2X technologies in the energy system, the barriers that might be preventing this and the role of government. Released 20/07/2021 – closed 12/10/2021.  

Scottish Affairs Select Committee – Airports in Scotland 

The Committee called for evidence to be submitted on the following issues. What has been the effect of the coronavirus pandemic and reduced flights on Scottish airports and local communities, including tourism? How do airports support the local and regional job market? How effective is the movement of air freight for essential supplies in rural or isolated airports? Is there a sufficient level of investment in the infrastructure around airports in Scotland? How will airspace modernisation affect Scottish airports? What schemes are in place to reduce the carbon footprint of airports? Released 27/07/2021 – closed 06/10/2021. 

TfL – Congestion Charge changes 

Last year, in response to the transport challenges of the pandemic and the government’s emergency funding of Transport for London (TfL), temporary changes were made to the Congestion Charge. This included extending its charging hours until 22:00 each day and increasing the charge level to £15. TfL has now consulted on the new proposals. The proposals included reducing the charging hours to between 07:00 and 18:00 Monday to Friday and 12:00 to 18:00 at weekends. Released 28/07/2021 – closed 06/10/2021. 

Transport Scotland – Consultation on Penalty Charge Notices for Parking Enforcement 

The Scottish Government was consulting on creating and aligning an equivalent list to the England and Wales parking contravention codes. Each contravention classified as higher or lower. Currently, illegal parking/loading incurs a £60 penalty charge discounted to £30 if paid within 14 days, but Transport Scotland does not believe this is a sufficient level to deter poor parking. The higher charge is proposed to be set at £120 and will apply to contraventions including double parking, parking on a dropped kerb and pavement parking. Released 04/08/2021 – closed 04/10/2021. 

Welsh Government – Proposal to reduce the speed limit to 20mph on residential streets 

The Welsh Government launched a consultation on its proposals to limit the speed limit in villages, towns, and cities to 20mph. This follows announcements made by the First Minister for Wales in 2019, and the launch of a Taskforce Group, under Lee Waters, in 2020. Released 09/07/2021 – closed 01/10/2021.

29/10/2021 – Multi Department – UK to enshrine mandatory climate disclosures for largest companies in law 

Firms will be required to disclose climate-related financial information, ensuring they consider the risks and opportunities they face as a result of climate change. 

29/10/2021 – HMRC – The Customs (Import and Export Declarations By Conduct) (Amendment) Regulations 2021 

This tax information and impact note is about allowing the import and export of time-critical and life-saving products, where a medical professional or those working on behalf of an organisation is unable to travel with the goods for the entire journey. 

29/10/2021 – DHSC – Guidance updated to allow flexibility in booster programme for most vulnerable 

Clinical guidance has been updated to allow COVID-19 boosters to be given earlier to those at highest risk where this makes operational sense. 

28/10/2021 – Multi Department – Record £15 billion per year for Northern Ireland 

The Autumn Budget 2021 delivers the largest annual funding settlement to Northern Ireland since devolution, helping level up across the whole of the UK. 

28/10/2021 – DHSC – Free face coverings to transport operators scheme 

The provision of free face coverings for all transport operators between 21 April 2021 and 31 December 2021, to be used as a contingency supply for passengers and workers. 

28/10/2021 – DEFRA – Greening Government Commitments 2021 to 2025 

Actions UK government departments and their agencies will take to reduce their impacts on the environment in the period 2021 to 2025. 

27/10/2021 – HMRC – Maps of Freeports and Freeport tax sites 

This collection brings together a list of Freeport maps, the Freeport tax site locations legislated for within them, and a statement on the designation process. 

27/10/2021 – HMRC – Technical amendments regarding vehicle emission certification 

This tax information and impact note sets out technical amendments to vehicle emission certification.

Update to guidance on how to claim a waiver if you are bringing goods into Northern Ireland from Great Britain or countries outside the UK and EU which might otherwise be charged ‘at risk’ tariffs. 13/10/2021 – Multi Department – 'New one stop service for Gov.Uk unveiled

13/10/2021 – TfL – New FORS administration provider appointed 

Transport for London (TfL) has appointed Sopra Steria as the new administration provider for the Fleet Operator Recognition Scheme (FORS). The new contract will begin in January 2022 and will last for five years, with Sopra Steria taking over from the current administrators, AECOM.

04/10/2021 – Department for Transport – Get a coronavirus (Covid-19) test if you are an HGV or van driver 

Update to international rules. 

04/10/2021 – Department for Transport – Coronavirus (Covid-19): Safer practice for international hauliers 

The Covid-19 rules for safer behaviour for hauliers making international journeys were updated for international travel to England rules. 

01/10/2021 – DVSA – Get an ADR test to allow a vehicle to carry dangerous goods by road 

Updated ADR III page 5 to include the documentation you need to bring when testing a tank. 

01/10/2021 – Export Support Team – Launch of a new Export Support Service 

Government launched the Export Support Service on 1 October. It is a new helpline and online service where all UK businesses can get answers to practical questions about exporting to Europe. The service is a ‘one-stop shop’ and brings together UK government information to make it easier for exporters to access advice and support.

30/09/2021 – DfT & DVSA – Temporary Relaxation of the enforcement of the retained EU drivers’ hours rules: all road haulage sectors in Great Britain 

The temporary relaxation of drivers’ hours has been extended until 31 October 2021. If the relaxation that ended on 3 October 2021 was used, a follow-up notification form must have been completed by 10 October 2021. 

28/09/2021 – DVSA – Host vocational driving tests at your own site 

The rules have been clearer regarding off-road manoeuvring area to make it clear that the area must have a 1m buffer zone on all four sides. 

28/09/2021 – DfT – International Sticker Change  

From 28 September 2021 vehicles registered in the UK will need to display the letters ‘UK’ when driven abroad (excluding Republic of Ireland). The identifier can be incorporated in vehicle number plates (along with the Union flag) or as a separate sticker. 

26/09/2021 – DfT – New government plans to tackle the lorry driving shortage 

The government announced new plans to help the driver crisis, which include: The Ministry of Defence (MoD) will deploy its Defence Driving Examiners (DDEs) to work alongside DVSA examiners. The three emergency services and the Ministry of Defence (MoD) to conduct driving tests for one another. The Department for Education is investing up to £10m to create new Skills Bootcamps to train up to 3,000 more people to become HGV drivers. 5,000 HGV fuel tanker and food lorry drivers will be added to the existing visa scheme and will be able to come to the UK for three months in the run-up to Christmas.
