PALLET PUZZLE

My question relates to heat-treated pallets. As I understand it, after 1 January 2021 they must meet ISPM15. As well as the pallets having to be ‘marked’, do they need a certificate as well?
There is no requirement for ISPM15-compliant Wood Packaging Material (WPM) to be accompanied by a phytosanitary or treatment certificates because the certification is provided via the application of the ISPM15 mark.

PROOF OF IDENTITY

 

Have you heard anything about the UK or EU requiring Vehicle Identification Numbers for export loads going to or through the UK?
As part of the export process and the ‘Check an HGV is Ready to Cross the Border’ the service asks that details of the HGV being used to transport goods to an EU port are submitted in advance of the journey commencing, ideally at the point of loading the goods.

These details will be individually submitted for every HGV leaving Great Britain and will include the Vehicle Registration Number (VRN) as well as the destination, expected date of travel, details for the consignment(s), and a short series of self-declarations to confirm the appropriate customs and import/export documentation required are in place and carried with the vehicle.

LICENCE TO EDIT

I want to add/remove vehicles from my O licence within my authorised limit. How do I go about this?
There are two ways you can process this. The first is by paper application using form GV80 along with GV79A vehicle list to the Central Licensing Office. Alternatively, the recommended and fastest way to make these changes would be to use the online self service (Vehicle Operator Licence system), which you can access through this link and follow the on screen instructions.

TEMPORARY EXEMPTIONS

My vehicles are eligible for a 12-month CTE and were originally due in October for their MOT. Why are they not showing the new date online?
For October MOT expiries, DVSA confirmed that 12-month Certificates of Temporary Exemption (CTEs) have been applied to all eligible vehicles, while all other vehicles have had a three-month CTE applied (moving their expiry date to January 2021). If you are concerned about DVSA’s application of the correct CTE you should contact DVSA, with your details by emailing.

FUELLING CONCERN

Our mechanics carry a gas bottle, a 20ltr fuel can of diesel and a couple of aerosol cans in their vans. Are they in scope of ADR regulations?
As the carriage of these goods are ancillary to the mechanics’ main activity, and are in quantities of less than 450 litres per package, including IBCs and large packages within the specified limits of 1.1.3.6 (small load exemption), the mechanics would be out of scope of ADR.

LAPSED CERTIFICATES

A couple of our drivers’ ADR certificates are due to expire in a week’s time. I have booked them on an ADR refresher course at the end of November, can they continue to drive until then?

As your drivers’ ADR certificates expire between 1 March 2020 and 30 November 2020, they can continue to drive under the current derogation (Multilateral agreement M324). They will then have until 1 December to pass an approved refresher course (in accordance with 8.2.2.7 of ADR.) An approved trainer would have a specific course which meets these requirements. The new period of validity will begin from the expiry of the certificate that is being renewed. 

LICENCE EXTENSION

What impact has COVID-19 had on expiry dates for a driving licence?
If a photocard driving licence has a validity or entitlement expiry date from 1 February 2020 this will automatically be extended from the date of that expiry for 11 months. This relaxation will continue until the 31 December. the same relaxation has been applied for any licence issued by the Driver and Vehicle Agency (DVA) in Northern Ireland.

EXPIRED LICENCE

On checking the validity of my driver’s driving licence online I notice that it says it is expired. I understand that there has been an extension to the validity/entitlement expiry dates due to COVID-19, but how can I tell if the licence is valid?
GB photocard licence holders are able to check validity online using the Driver and Vehicle Licensing Agency’s View or share my driving licence information. If a licence has been extended due to its expiry between 1 February and 31 December 2020, then only the original expiry day will be displayed on the system. If you have concerns regarding points issued, or suspension of a driving licence by a Traffic Commissioner this will be displayed as normal. Enforcement agencies are obviously aware of the extension and are able to carry out checks directly with DVLA.
