Rail Network Investment Framework review under way

The RNIF sets out how third parties can work with the ORR and Network Rail to fund infrastructure projects and was last updated in 2022.  

The initial phase of the review has found a lack of clear policy direction on where private capital is actively encouraged and limited visibility of a long-term pipeline. 

Phase 2 of the review will look at updating the investment framework which is due for publication in November.
