New chairs of Network Rail and DFTO unveiled

Richard George will take up the position at Network Rail and Sir Andrew Haines, at DFTO.

Richard George has been appointed Chair of Network Rail, responsible for owning, operating, maintaining and developing Britain’s railway infrastructure, while Sir Andrew Haines will become Chair of Department for Transport Operator Limited (DFTO), a government body bringing privately-owned train services into public ownership.

George’s significant experience in the rail industry will enable him to support government’s mission to bring together track and train.

He brings with him 45 years of experience operating at the most senior level in the UK transport industry and is the current chair of DFTO. His career includes roles as Managing Director of Great Western Trains and HS1 Project Director for Eurostar, in addition to being an advisor to Department for Transport concerning rail performance and investment in the north of England.

Sir Andrew most recently served as CEO of Network Rail between 2018 and 2025, and prior to this held roles including Managing Director of South West Trains.

Their new positions will take effect as of 2 February 2026.
