New rules to require councils to prove they are doing more to fix potholes and future-proof roads
The government announced new reporting rules on 9 June which require councils to demonstrate publicly how well they repair local roads and reduce repeat issues. These new rules will require councils to reveal exactly how well they repair their roads and states long-term preventative repairs need to be prioritised over costly ‘patch up’ fixes. Councils that fail to publish their reports will have nearly a third of this year’s highways maintenance funding withheld. The first set of transparency reports are due to be published this September.
DVSA introduces new feature to its MyVT service

The Driver and Vehicle Standards Agency (DVSA) has introduced a new feature to its Manage your Vehicle Testing (MyVT) service, making it quicker and easier to submit multiple applications.

From Saturday 13 June 2026, users can submit up to 20 applications of the same type in one batch, removing the need to complete them individually.

This is part of DVSA’s programme to modernise the Individual Vehicle Approval (IVA) process in response to industry feedback.

Recent improvements include:

  • Fully digital applications.
  • Online card payments.
  • Simpler online forms replacing PDFs.
  • Templates to re-use previous information.

Bulk submission is the latest step to reduce administration and improve efficiency. DVSA reports fewer errors and rejected applications because of these changes.

If users regularly submit multiple applications, they should log in to MyVT and use the new bulk feature once it goes live.

Government announces new Low Carbon Fuels Fund and call for evidence on SAF

Yesterday (16 June), government announced new funding to support the UK’s sustainable aviation fuel (SAF) industry, alongside a new call for evidence on supply.

The government has set out plans for a new Low Carbon Fuels Fund (LCFF), which builds on the £198 million already allocated via the Advanced Fuels Fund. The LCFF will be aimed at supporting SAF production plants moving projects towards Final Investment Decision (FID) and early-stage innovation. There will be up to £219 million available between 2026/27 and 2029/30 to support the commercialisation of successful SAF projects. The first application window is expected to open in summer 2026.

Alongside the new funding announcement, the Department for Transport has launched a call for evidence seeking evidence to help the government better understand global SAF supply projections, what this means for the achievability of SAF Mandate targets, and the evidence for and against any potential changes to the Mandate. Note this is not about changing the overall SAF Mandate targets or reducing the SAF Mandate’s climate ambition, but DfT has emphasised it is about understanding how the decarbonisation benefits of the existing targets can be maximised whilst investment in a scalable UK SAF sector is supported.

Any changes to the Mandate, should they be needed, would be subject to consultation before any legislative changes.

If members are intending to respond to the call for evidence or have any questions on this subject, please contact Policy Manager, Katie Adams.

Consultation on draft statutory statement of safety principles for automated vehicles

The government has launched the outcomes of the previous call for evidence on the statement of safety principles (SoSP), which sought views on how the Statement of Safety Principles could be used, described and measured.

Alongside this publication, the government is launching a statutory consultation on the draft statement of safety principles, which Logistics UK will be responding to. This consultation is seeking views on the draft statement of safety principles for automated vehicles. The statement of safety principles is required under section 2 of the Automated Vehicles Act 2024 and forms part of the safety framework designed to ensure automated vehicles are both safe to deploy and remain safe once deployed. Please do share your views with Arthur Gribbin by the 1 August.

Logistics UK responds to consultation on the treatment of SAF in the UK ETS

Logistics UK has responded to the Department for Energy Security and Net Zero’s consultation on the treatment of sustainable aviation fuel (SAF) in the UK Emissions Trading Scheme (ETS), which looks at how the UK ETS interacts with the SAF Mandate and potential operational changes to how SAF use under the UK ETS is regulated.

In its response, Logistics UK emphasises that given SAF is seen to be the key pathway to decarbonise the sector, government support is needed to help increase uptake. It also supports the expansion of the fuel eligibility criteria to beyond biofuels to include recycled carbon fuels and power to liquid fuels and in the long term, alignment with the SAF Mandate.

Upcoming Logistics UK member survey

Logistics UK will soon be launching research where member insights will directly shape the benefits and services it provides – supporting members and members’ businesses, and the industry as a whole, across road, rail, sea and air.

Logistics UK has partnered with independent research agency Red Brick Research to deliver the industry-wide survey, followed by a series of in-depth interviews with professionals across the sector. The survey takes 10 to 15 minutes and everyone who completes it can enter a prize draw to win one of 5 x £100 prizes. Members will also have the option to sign up to express interest in a follow-up online interview to share views in more detail.

Further details on when the survey is live will be shared in future enews editions.

Guidance to support businesses experiencing late payments

The Department for Business and Trade (DBT) has shared guidance from the Office of the Small Business Commissioner (OSBC) with Logistics UK to support businesses experiencing late payments.

If members run a small business and are facing an unresolved payment dispute with a larger customer, the OSBC may be able to assist.
