Logistics UK workshop: consultation response – new HGV CO2 emissions regulatory framework

Logistics UK is hosting a member workshop to gather views and shape its response to the UK government’s consultation on the new HGV CO2emissions regulatory framework for the UK.

The workshop will take place on Tuesday 3 March, 14:00–15:00.

This session has already been shared with the Decarbonisation Working Group, but we are keen to hear from any other members who would like to contribute. It is an opportunity to share your thoughts, raise concerns, and help influence our collective response.

If members would like to attend, please contact Stephanie Haszczyn to register your interest.

Drivers are the backbone of logistics – and we need your help to tell that story

Generation Logistics is launching Drivers: Unpacked, a new campaign designed to challenge stereotypes and show young people (16-24) what modern driving careers really look like, from lifestyle and earnings to progression and opportunity. To make it work, we need real drivers and real stories. Logistics UK is looking for members who are willing to support short, informal case studies or in-cab content, with Generation Logistics handling delivery. If any members can help showcase the people behind the wheel and inspire the next generation of drivers, please contact Bethany Windsor by 27 February.

OZEV launches survey on electric vehicle signage

The Department for Transport’s Office for Zero Emission Vehicles (OZEV) has opened a survey seeking information relating to signage to electric vehicle (EV) charging sites across multiple road types in England. This information is intended to feed into future policy for EV signage.

Logistics UK is calling for a consistent approach to EV signage and has highlighted the importance of suitable facilities at EV chargepoints, particularly for HGVs.

If members are interested in responding to the survey, please do so before 11 March 2026 via this link. To discuss Logistics UK’s response, please contact Stephanie Haszczyn.

Smart motorways value for money assessments

Assessments of the performance of smart motorways have been published. National Highways’ latest post opening evaluations indicate that only three of 16 smart motorway projects in England are on track to deliver their expected financial benefits. Two schemes, the M25 J23–27 (All Lane Running) and M6 J5–8 (dynamic hard shoulder), are assessed as providing “very poor” value over their appraisal period.

National Highways reports that most schemes are delivering safety benefits broadly in line with forecasts, even where value for money scores are low. The weaker economic performance has been mainly attributed to lower than forecast traffic growth and slower average speeds than anticipated on some upgraded sections, reducing timesaving benefits for money scores are low. The weaker economic performance has been mainly attributed to saving benefits.

The UK government cancelled the roll out of new smart motorways in 2023. The evaluations released in February 2026 cover schemes delivered between 2013 and 2019 and assess current and forecast benefits over a 60 year period.

  • M25 J23–27 (All Lane Running) and M6 J5–8 (Dynamic Hard Shoulder): rated “very poor” value for money.
  • M3 J2–4a (All Lane Running): assessed on track for value due to improved journey times, though with a worsening safety record in the evaluation period.
  • M25 J16–23 (controlled motorway, with widening): the only scheme exceeding expectations, with improved journey times and safety.

Full details of the assessment reports are available on the National Highways website.

Introducing Vehicle Examination Facilities for vehicle approvals

The Driver and Vehicle Standards Agency (DVSA) is introducing a new network of Vehicle Examination Facilities (VEFs) to make Individual Vehicle Approval (IVA) and Motorcycle Single Vehicle approval (MSVA) tests quicker and easier to access. The new model brings tests closer to businesses by allowing approved third party sites—alongside some existing DVSA locations—to host inspections carried out by DVSA examiners. Sites gaining VEF status can attract new customers, use official branding, and make better use of their facilities, while operators should benefit from shorter travel times and simple online booking. Following successful pilots and industry engagement, DVSA will now begin authorising sites that meet the required standards as the VEF network rolls out.

Logistics UK responds to call for evidence on the approval and marking of road vehicles

The government has announced its intention to legislate for mandatory dual GB and EU type approval and vehicle marking, unless manufacturers voluntarily adopt this as standard. This is to ensure vehicles can be sold across both Great Britain and Northern Ireland without barriers. As the GB type approval scheme, introduced in 2024, nears full implementation, most manufacturers are progressing well, but some vehicle models are still not being dual marked, creating challenges particularly for businesses and consumers in Northern Ireland.

Logistics UK has responded to the call for evidence, with the full response available to view here.

EU Entry/Exit System (EES) briefing note

With the deadline for the full implementation of the EU Entry/Exit System (EES) approaching, operators should ensure they understand the new requirements for those travelling on international journeys. Originally planned for introduction in October 2024, the EES has since moved to a phased rollout, with full implementation expected by April 2026. A briefing note has been prepared outlining the updated requirements along with detailed answers to frequently asked questions.

The briefing note is available for download here.

NaVCIS Freight Bulletin
