Q. We have a small fleet of vehicles which are on GB Domestic Rules. In our other HGV fleet, we use Logistics UK’s Vision to monitor hours/downloads. Currently our domestic fleet is not monitored on Vision – should they be?
A. Tachographs that comply with regulation EU 165/2014 may be used to record driver activities while they are subject to GB domestic hours. When recording this way and where domestic records are legally required, all rules on the fitment and use of tachographs must be complied with.
This means if you are using the tachograph to record driver activities then you must have these vehicles on Vision, you should be downloading the drivers’ card at least every 28 days and you should also be downloading the vehicle data at least every 90 days.

Q. Our maintenance provider has just informed us that their brake rollers are not working. We normally take the vehicle in loaded the week before the PMI as they have said they cannot inspect the vehicle while it is loaded. As their brake rollers are not working, we can no longer do this for our upcoming PMI. Can we take the vehicle in after the PMI once their brake rollers are back up and running?
A. As of April 2025, DVSA’s Guide to Maintaining Roadworthiness states you have up to 14 days before the date of PMI to carry out a laden brake test but not after. It is not accepted to complete a brake test after the PMI has been signed off.
If your maintenance provider’s brake rollers are out of use there is still an expectation that the vehicles are brake tested. This could be done at a sister site of your maintenance provider or another local maintenance provider. We would suggest documenting this in the vehicle file if this is a one off because it is not in line with your maintenance agreement. If this is going to be on ongoing solution it would require another maintenance agreement to be put in place.
You must make sure you provide your maintenance provider with a copy of the brake test report so the results of it can be analysed by the technician carrying out the PMI. This must then be attached to the maintenance record and kept on file.
