Middle East disruption: survey reminder and briefing for members
The Middle East conflict is continuing to impact logistics and supply chains, including pushing up the price of fuel and leading to increased costs associated with managing supply chain disruptions.
This is putting acute pressure on logistics businesses and, as logistics businesses typically operate on narrow margins, higher costs for consumers too.
Last month, Logistics UK wrote to the Chancellor expanding its asks beyond the previous call to extend the 5 pence per litre fuel duty freeze which is due to end in September. Additionally, we are calling for government to:
- Formally recognise logistics as a priority fuel user within its resilience planning.
- Include logistics in the British Industrial Competitiveness Scheme (BICS) to cut electricity costs.
- Extend full expensing to leased zero-emission commercial vehicles.
- Introduce an incentive for logistics businesses to use liquid low carbon fuels, to support the shift away from traditional fuels.
- Pause business rates increases and reforming the system.
- Take a longer-term approach to mode shift grants, to enable businesses to plan alternative transport approaches with greater confidence.
We are also:
- Expressing support for the government’s action to tackle late payments.
- Urging the government to monitor narratives related to profiteering and to manage media and social‑media communications to help prevent fuel and other commodity shortages driven by panic buying.
Logistics UK has a three-point strategy during this crisis: sharing insight with members; informing government and other key stakeholders of the impact on our sector; and urging government to provide support to our sector.
As part of this, we are collecting member feedback via the Logistics Performance Tracker survey. Please complete our short survey on SurveyMonkey here before it closes this month.

Consultation on The Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013
Logistics UK will be responding to the Health and Safety Executive’s (HSE) consultation on The Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR) 2013 and is looking for feedback from members. RIDDOR plays a critical role in how workplace incidents are reported, understood and prevented.
The consultation is seeking to:
- Clarify definitions in regulation 2 of RIDDOR and associated guidance, where certain terms such as ‘work-related’, ‘injury’ and ‘routine work’ have been identified as unclear or ambiguous.
- Revise the list of occupational diseases in regulation 8 of RIDDOR.
- Broaden the scope of accepted ‘diagnosis’ in regulation 2 of RIDDOR to allow the diagnosis of an occupational disease by other types of registered health practitioners.
- Revise the list of dangerous occurrences in schedule 2 of RIDDOR by adding new categories and amending existing ones.
- Improve the RIDDOR reporting process by simplifying the online form to reduce both under-reporting and over-reporting and improve overall usability.
Members can find details for the full consultation here. Please share all views by the 26 May to Head of Road Freight and English Regions Policy, Maddi Solloway-Price.
Consultation on the treatment of SAF in the UK ETS
In June 2023, the UK Emissions Trading Authority committed to develop and consult on proposals regarding the claiming of emissions reductions from sustainable aviation fuels (SAF) by aircraft operators under the UK Emissions Trading Scheme (ETS).
The Authority is now seeking views on options for the future treatment of SAF in the UK ETS, looking to ensure that SAF is accounted for appropriately in the UK ETS, taking into account interaction with the SAF Mandate, which came into effect on 1 January 2025.
Logistics UK will be responding to the consultation by the deadline of 15 June. If members are responding individually, or would like to share their views, please contact Policy Manager, Katie Adams.
DVSA IVA manual updates from 11 May
The Driver and Vehicle Standards Agency’s (DVSA’s) Individual Vehicle Approval (IVA) inspection manuals set out the requirements for approving N2/N3 lorries and O‑category trailers for UK road use where full type approval does not apply. They define what must be inspected, to what standard, and under which regulations to demonstrate safety and legal compliance.
DVSA has confirmed updates to both the N2/N3 and O1–O4 IVA Inspection Manuals, effective from 11 May 2026. While largely for clarification, the changes are important for vehicle designers, manufacturers and approval applicants.
- N2/N3 updates include emissions notes, revised lighting diagrams, retro‑reflector positioning, headlamp height for N3G vehicles, updated reversing lamp guidance, and the addition of manoeuvring lamps. Details can be found here: N2 / N3 IVA Inspection Manual.
- O1–O4 updates cover EMC (Electromagnetic Compatibility) evidence, lighting installation, retro‑reflectors, side marker and reversing lamps, lateral protection, tyres, masses and dimensions, and secondary couplings. Details can be found here: IVA O1-O4 Inspection Manual.
Reviewing the revised manuals now will help ensure specifications and documentation are aligned ahead of implementation.
Clean Air Zone briefing note – May update
Logistics UK has updated its monthly members-only Clean Air Zone (CAZ) briefing note. The document covers Logistics UK’s policy position on urban air quality restrictions and contains information on all CAZs in development, including Low Emission Zones (LEZs) and other clean air measures proposed for cities across the UK. The briefing note will continue to be updated as further information is received and when other air quality schemes emerge.
Logistics UK encourages members to share feedback on their experiences with the Clean Air Zones that have now been implemented. Please share your feedback with Stephanie Haszczyn outlining the details of your experience. Logistics UK’s Member Advice Centre is available to support members with technical or operational questions about CAZs.
Reminder to complete Manager’s Guide to Distribution Costs survey
Logistics UK’s long-established Manager’s Guide to Distribution Costs 2026 survey remains open to members, helping transport managers and freight forwarders track and compare quarterly costs against UK trends, including wages, vehicle operating costs and haulage rates.
Produced annually, the practical guide is built using survey data collected each April, with contributors asked to update figures three times later this year, in July, October and January 2027 to ensure accuracy.
Complete the survey here.
Contributors receive a copy of the full report, detailing industry costs.
