Phil Lloyd, Head of Engineering Policy, Logistics UK

Phil has been the Logistics UK’s Head of Engineering Policy, taking up the role in June 2018, having spent most of his career working for the Driver & Vehicle Standards Agency (DVSA). 

He served his apprenticeship in Motor Vehicle Engineering in Manchester and joined what is now DVSA as a vehicle examiner, spending over 30 years with them in a wide range of operational roles, including Auditing, Training and vehicle certification.  For the last 13 of his years with DVSA Phil held a variety of senior management positions including; Head of Operations, Head of Policy, Head of Strategy & Planning and Head of Transformation, over that time leading the implementation of their Testing Transformation project, developing their Roadside Enforcement Strategy. 

Before joining the Logistics UK Phil was a self-employed contractor, providing technical training for MOT testers and consultancy to the Authorised Testing Facilities Operators Association (ATFOA); designing and developing a testing solutions strategy, which was supported by the Logistics UK as well as the other main Transport Trade Associations.

Kevin Rooney, Traffic Commissioner for the West of England 

Kevin Rooney joined the Department for Transport to develop vehicle safety policy before moving to the Transport Research Laboratory and then to the Vehicle Certification Agency.
Kevin worked at the Vehicle Inspectorate and Vehicle and Operator Services Agency (VOSA), managing the introduction of the first MOT emission tests, diesel smoke tests and led the programme to upgrade VOSA’s enforcement processes. He has also worked as a road safety consultant to new EU member states and neighbouring countries and set up an EU project to agree minimum training levels for control officers.
Kevin was a founder Director of the Confederation of Organisations in Road Transport Enforcement which has members from over 30 countries.
Responsibilities are:
• the licensing of the operators of Heavy Goods Vehicles (HGVs) and of buses and coaches known as Public Service Vehicles (PSVs)
• the registration of local bus services
• granting vocational licences and taking action against drivers of HGVsand PSVs

Dave Etty, Technical Engineer - BPW Limited

Dave Etty is a chartered engineer and a member of the IET - Institute of Engineering and Technology. Dave has worked in the transport industry for most of his career primarily in the trailer building industry initially as a Design Engineer and later as an After Sales Manager. He’s currently employed by BPW Limited based in Leicester as a technical Engineer.

BPW Limited is the UK daughter company of BPW Birgische Achsen an established manufacturing business based in Wiehl Germany. BPW are well known in the transport industry for their trailer axle and suspension systems and innovative technical solutions in the road transport Industry.



Roy Thomas, Maintenance Leader - TIP Trailer Services

Roy oversees all the maintenance for TIP’s locations in the UK & Ireland, plus the 95 mobile vans TIP has operating around the country. Roy has worked at TIP for 30 years, in various positions such as trailer technician, mobile technician, workshop supervisor, workshop manager, Fleet Engineer, before he was promoted to Maintenance Leader in 2015. Roy has been involved in maintenance activities all the way through his time at TIP.





Ian Edmundson, Marketing Manager for UK & Ireland - TIP Trailer Services

Ian is currently the Marketing Manager for UK & Ireland at TIP, a leading trailer hire and maintenance & repair business that now has over 100,000 trailers on hire globally. Ian commenced his current role in early 2019, having previously held the position of Product Manager – Services within TIP for 5 years. Prior to that, Ian has spent his career in various product manager and product marketing manager type roles and has held other business and sales-related positions in the earlier years. As a dual role at TIP, Ian has been responsible for commercial activities concerning TIP Insight, TIP’s range of trailer telematics systems, since its launch just over 12 months ago or so. TIP Insight has now been fitted to several thousand TIP and non-TIP trailers throughout the country, to the benefit of its customers, whilst enhancing TIP’s asset management function.


John Comer, Head of Product Management, Volvo Trucks UK and Ireland.

John was born in St Albans in 1963 and graduated from Hatfield Polytechnic with a BSc mechanical engineering with automotive design.

He initially worked for Bass Brewers, Burton-upon-Trent in 1985 involved with fleet engineering and vehicle specifications before joining Volvo Trucks in 1989.

Since then, he has held various positions within Volvo Trucks - including Mitsubishi Canter Product Manager and in 2002 became Product Manager for Volvo Trucks - UK & Ireland, before taking up his current Group role in 2015.

John is married with two children, Hannah and Miles and in his spare time enjoys history, reading, cars and trucks.


Gerrit Stumpe, Business Developer eHighway - Siemens Mobility

Gerrit Stumpe is Business Developer at Siemens Mobility, Erlangen, responsible for market analysis & preparation and pre-acquisition of eHighway projects. He started his career at Siemens AG in Hamburg in 1994. Since then he has been active in different branches such as industry automation, mobile communication, cement, pulp & paper, marine solutions and rail electrification fulfilling numerous roles including commercial project manager, account manager and commercial head of fuel cell production.

In 2018 we joined the team in his current assignment as business developer for eHighway. Gerrit became associated member of the working group committee for Emerging Freight Technology of world road association PIARC last year. He owns a degree as Bachelor of Business Administration (BBA) from Steinbeis University Berlin and a degree as Business Economist from VWA Essen.


Andrew Walker, National Technical & Warranty Manger - Renault Trucks UK and Ireland

Having been in the automotive industry since leaving school, starting as a Technician, for the last 15 years Andrew Walker has worked for Renault trucks, leading a team of highly skilled technical engineers, giving technical and warranty support to Renault Trucks dealers across UK and Ireland.





John Roberts, Area Sales Representative - TEXA UK Ltd

John Roberts is an Area Sales Representative for Texa UK Ltd. John’s position within the business entails numerous different day to day activities, from managing a group of distributors, involvement with customer training and support, and assisting software developers at Texa’s Head office in Italy.

Texa’s customer involvement ranges from large hauliers, environmental waste companies and independent workshops. Additionally, Texa has a very strong and healthy relationship with several OE manufacturers.
