Phil Lloyds, Head of Engineering Policy, Logistics UK 

Phil has been the Logistics UK’s Head of Engineering Policy, taking up the role in June 2018, having spent most of his career working for the Driver & Vehicle Standards Agency (DVSA). He served his apprenticeship in Motor Vehicle Engineering in Manchester and joined what is now DVSA as a vehicle examiner, spending over 30 years with them in a wide range of operational roles, including Auditing, Training and vehicle certification.  For the last 13 of his years with DVSA Phil held a variety of senior management positions including; Head of Operations, Head of Policy, Head of Strategy & Planning and Head of Transformation, over that time leading the implementation of their Testing Transformation project, developing their Roadside Enforcement Strategy. Before joining the Logistics UK Phil was a self-employed contractor, providing technical training for MOT testers and consultancy to the Authorised Testing Facilities Operators Association (ATFOA); designing and developing a testing solutions strategy, which was supported by the Logistics UK as well as the other main Transport Trade Associations. 

 

Kevin-Rooney-200x134.pngKevin Rooney, Traffic Commissioner for the West of England 

Kevin Rooney joined the Department for Transport to develop vehicle safety policy before moving to the Transport Research Laboratory and then to the Vehicle Certification Agency.

Kevin Rooney was appointed as Traffic Commissioner for the West of England in January 2012.

Kevin worked at the Vehicle Inspectorate and Vehicle and Operator Services Agency (VOSA), managing the introduction of the first MOT emission tests, diesel smoke tests and led the programme to upgrade VOSA’s enforcement processes. He has also worked as a road safety consultant to new EU member states and neighbouring countries and set up an EU project to agree minimum training levels for control officers.

Kevin was a founder Director of the Confederation of Organisations in Road Transport Enforcement which has members from over 30 countries.

Chris is a road transport regulatory lawyer at Weightmans LLP. He advises goods vehicle and passenger transport operator licence holders on all aspects of transport regulation.

His areas of expertise include:

· Representing transport businesses involved in proceedings before the Traffic Commissioner.

· Assisting companies undergoing DVSA investigation and prosecution, including interviews under caution and desk-based assessment audits.

· Advising operator licence holders on all aspects of regulatory compliance.

· Delivering strategic advice, training and support to transport managers, directors and fleet professionals.

Chris is recognised as a leading lawyer in this niche area of law. He regularly writes for industry publications and delivers talks and presentations to professional and trade bodies across the transport sector.

His clients include national and multinational haulage and logistics companies, coach and bus operators, and both standard and restricted operator licence holders. His focus is on risk mitigation and delivering practical, no-nonsense solutions for his clients.

Owen has been the Engineering Manager at BPW Ltd. since 2022 having spent most of his career in automotive and powertrain development and delivery.

He is a Chartered Engineer with over 25 years' experience in roles ranging from leading edge product engineering and validation to large scale technical programme management.

As Head of Engineering for BPW in the UK, he is responsible for the technical product and technical support teams as well as new product introduction.

Phil joined Logistics UK as President in April 2022 after 5 years as a non-executive Director. Prior to joining he was a board Director at DHL Supply Chain which was the culmination of his 35 year career with DHL and XPO. He is also a non-executive Director and trustee at the Chartered Institute of Logistics and Transport 

Phil has substantial experience of supply chain leadership across multiple customers, sectors and geographies, with 35 years’ experience in a variety of senior leadership roles within operations and functional areas. These include Managing Director, Chief Operations Officer and  Chief Customer Officer and Strategy Director.

I have a motor vehicle engineering and training background before joining DVSA formally the Vehicle Inspectorate in 2001 as an enforcement vehicle examiner.  I progressed to Senior Vehicle Examiner, managing a team of enforcement examiners for over 10 years, covering Staffordshire, Shropshire & the West Midlands areas. In 2013, I joined the enforcement policy team as the Roadworthiness Enforcement Policy Manager, which included responsibility for the categorisation of defects manual and the guide to maintaining roadworthiness. From January 2023, I got the opportunity to set-up and lead the connected and automated mobility services (CAMS) project for DVSA. The project’s aim is to support the development of self-driving vehicles and to focus on how DVSA needs to adapt its services to facilitate automated vehicles and the new regulatory framework.

Roger Clarke is Head of Electric Mobility and Customer Advanced Solutions for Renault Trucks UK – both cornerstones in Renault Trucks’ strategies for sustainability and the customer added value offer. 

During a 30 year career in the industry with both BRS & now Renault Trucks UK, Roger has covered a range of roles including commercial and compliance activities, as well as managing national transport operations.
